Pay-Per-Throw Being Tipped

It is expected that in today's waste whitepaper the government will announce the introduction of Pay-Per-Throw.

The councils will know which streets are tipping the most or the least. Why don't they publish Best Street of the Month, or Worst Street of the Month?

Sending bills alone will allow people to be secretive about their waste. If you really want to change behaviour, shaming a street will do it.
